Japanese prosecutors have indicted a US Marine for the murder and robbery of a local woman in Okinawa.

Devin Jacob Ballard, 20, faces charges related to the death of Anna Yagi, 39. The two were found at a hotel in Naha, the capital of the Okinawa prefecture, on 3 October. Ballard was stationed at US Marine Corps Air Station Futenma at the time of the arrest.

The indictment alleges that Ballard strangled Yagi with a telephone cord. Prosecutors further claim he stole her backpack and wallet after the killing. Media reports citing the legal document confirm these specific charges against the 20-year-old soldier.

Investigators stated that Ballard initially denied the allegations. However, the Asahi Shimbun and Kyodo News reported that he later made statements suggesting his involvement. Security footage from the hotel reportedly shows a man believed to be Ballard entering the premises with Yagi. The same footage shows him leaving the hotel alone while carrying her belongings.

Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government has registered a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent similar incidents in the future.

Okinawa hosts approximately 55,000 US soldiers, representing the highest concentration of American troops in Japan. Governor Genta Koja said the prefecture has repeatedly demanded that the US take action to prevent such incidents. He characterized the alleged crime as a sign of a lack of discipline. The Marine Corps stated earlier this month that it is actively cooperating with Japanese authorities and extended condolences to Yagi's family.

The case has fueled public anger across the country. Approximately 100 people protested in Naha and Tokyo earlier this month. Previous incidents have drawn similar reactions, including a major protest in 1995 following the assault of a 12-year-old girl. In 2024, four sexual assault cases involving US troops were recorded in Okinawa. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
